Michelle, I think it depends more on your carer. All the hospitals have pretty much the same policies, it's just the people working within them that will choose whether, or not, to follow the guidelines set out by the institution.Find a good carer, someone you can discuss what you consider necessary during your VBAC. If there is no margin for negotiation, then you are with the wrong carer.
Trust you inner feelings about the people you invite to the birth of your child/ren. If you leave a meeting feeling 'wrong/upset' then look elsewhere as that particular carer may not support you at a crucial time during pregnancy, labour or the birth. You need to feel good about the people you surround yourself with.
If you want to refuse hospital policies for VBAC birth, then it may be best to choose a public hospital, as they cannot enforce policies or refuse treatment, whereas a private hospital may 'make it's own rules'.
